Libraries can be described as a package with usable routines is it. You can link QB to a Library and then use the routines inside the library. This is of course very handy because then you can implement hard-to-make-routines or even routines made in other languages in your program.

Using asm in qb? You can use CALL ABSOLUTE, or assemble the asm source files and make a library out of them...

And no, using library DOESN'T COST YOU extra coding. It even shrinks the size of your program.
